In the nagari governance system of West Sumatra, the Wali Nagari serves as the highest leader in administering government at the nagari level. The Wali Nagari serves as the head of government, responsible for organizing, managing, and advancing the nagari together with their administrative team. They lead the implementation of development programs, community guidance, economic empowerment, and the preservation of local customs and culture.

In carrying out their duties, the Wali Nagari collaborates with various nagari institutions such as the Nagari Consultative Council (Bamus), the Lembaga Pemberdayaan Masyarakat Nagari (LPMN) or Nagari Community Empowerment Institution, the Kerapatan Adat Nagari (KAN) or Nagari Customary Council, as well as other elements of the community.

In Koto Gadang, the leadership of the Wali Nagari is regarded as a mandate from the people and a heritage from the ancestors. A Wali Nagari is expected to balance traditional values with the demands of modern times, in accordance with the Minangkabau philosophy:

“Adat basandi syarak, syarak basandi Kitabullah; syarak mangato, adat mamakai.”

(Custom is founded upon religious law, and religious law is founded upon the Holy Book; religious law gives guidance, and custom puts it into practice.)

With that spirit, the Wali Nagari is not only a government administrator but also a symbol of unity, a guardian of traditional values, and a driving force for development that prioritizes the well-being of the community.

Since ancient times, Koto Gadang has been known as a nagari that has produced many prominent figures, scholars, national leaders, and pioneers of education. That spirit of leadership continues to live on in every Wali Nagari, passed down and embodied through each generation of leadership.

The Wali Nagari of Koto Gadang is expected to embody the essence of traditional leadership: “tahu di nan ampek, pandai di nan tigo” meaning wise in action, thoughtful in reasoning, and prudent in decision-making. Through such qualities, the governance of the nagari can maintain harmony between custom, religion, and the needs of contemporary society.
