In the Minangkabau customary system, the Ninik Mamak hold an essential role as clan leaders and guardians of traditional values. In Nagari Koto Gadang, this customary leadership structure is known as “Ninik Mamak nan Duo Puluh Ampek” (XXIV), meaning there are twenty-four traditional chiefs who serve as leaders of the four main clans in the nagari.
Each Ninik Mamak serves as a penghulu andiko or clan leader, who not only holds authority in customary matters but is also responsible for maintaining harmony among clans, resolving disputes, and upholding the values of mutual cooperation and deliberation.
In the tradition of Koto Gadang since the establishment of the nagari, Ninik Mamak is not merely a hereditary title. It is a sacred trust bestowed upon someone recognized for their wisdom, sense of responsibility, and leadership ability.
The Ninik Mamak serve as a bridge between tradition and the community, acting as role models in social life and as guides in preserving the dignity and honor of the nagari.
The twenty-four Ninik Mamak come from the four main clans of Koto Gadang, namely:
- Suku Koto nan Tujuah Paruik,
- Suku Guci/Piliang nan Anam Panghulu,
- Suku Sikumbang nan Salapan Hindu, dan
- Suku Caniago nan Tigo Ninik.
Each clan has a number of penghulu representing its lineages and family groups. These four clans, together with the three branches: Mudiak, Tangah, and Hilir form a harmonious customary unity under the collective leadership of the Ninik Mamak nan XXIV.
The concept of Ninik Mamak nan XXIV is not merely a number, but a symbol of balance and unity. It reflects a fair and proportional social structure, in which every clan and lineage has a voice in customary decision-making.
In the nagari deliberations, the Ninik Mamak serve as sources of guidance, mediators for grievances, and decision-makers in shaping customary policies — in accordance with the Minangkabau proverb:
“Adat basandi syarak, syarak basandi Kitabullah; syarak mangato, adat mamakai.”
(In Minangkabau society, customs and religion are inseparable. Customary life is founded upon Islamic law, and Islamic law is derived from the teachings of the Holy Qur’an.)
